Sponsored Programs Administrator
Tara Halstead works with faculty members and departments across campus and specializes in negotiating sponsored research agreements and contracts. Additionally, she negotiates confidentiality/non-disclosure agreements and material transfer agreements. Specifically, she negotiates agreements with the following federal agencies: Defense (all DOD branches and agencies), NASA, Homeland Security, FEMA, FBI, Justice, Nuclear Regulatory Commission, National Endowment for the Arts, National Endowment for the Humanities, National Historical Publications and Records Commission, and Institute of Museum and Library Sciences. She also negotiates contracts with Consolidated Nuclear Security (Y-12) and the Tennessee Historical Commission. Halstead works in association with the University of Tennessee Research Foundation to negotiate sponsored research contracts involving the ownership or licensing of the university’s intellectual property. She maintains and updates the Office of Sponsored Programs’ matrix of Federal Acquisition Regulation (FAR) clauses and assists other departments across campus with the negotiation of these federal contract clauses. She currently serves on the Research Administration Outreach (RAOR) Forum Committee.
Halstead joined the Office of Research and Engagement in 2012 after serving two years as the Contract Manager for the University’s Tennessee Solar Institute (TSI) where she managed the grants, agreements, and compliance for the Innovation Program. Prior to working at UT, Halstead spent twenty years as a regulatory analyst and contract negotiator for defense contractors conducting environmental remediation at military installations. Her educational background includes a Bachelor of Science in Biological Sciences (Zoology) from Auburn University, including time assisting with marine ecology research at the Dauphin Island Sea Lab in Alabama. Tara has a Juris Doctor (Law) degree from the University of Miami and has been an actively licensed attorney in Tennessee since 1992.
